The height requirement is 6' to 14', not 12'. I know this isn't the point of your comment, but I feel it needs to be re-stated. I see a lot of batters and teams complaining about a 10' or 12' pitch not being called "illegal". People don't realize how high 14' is sometimes.

Umpires call the games to the best of their abilities. I believe that as long as the umpire calls the game equally for both sides and interprets the rules to the best of their abilities, then there is no issue.
